Is it ok to make up some fresh saltwater from RO water and make a quarantine tank? 90-100% water changes a week? Should the trates and trites mater if I do that big of a water change?

Only ammonia buildup is a concern in QT tanks, and 100% a week is not adequate for that purpose unless there is some other way to treat ammonia. Nitrate and nitrite in it are not important.
FWIW, if I had a QT tank, I'd do water changes on the main tank, then use the old changed water to set up and also do changes on the QT tank. :)

Yes, Our tank is still cycling so I wanted to QT some fish while it was cycling. Thats why I am asking about making a fresh batch of saltwater?

Well, fresh salt water may be the only option then. :)
