I made my own sump including a fuge and I have been having trouble controlling a bubble and algae build up on the surface of the water. should I put a pump in to prevent this(what size), or does that stuff make for good food for copepods and critters?
it is a 10 gallon refugium

how much water do you have flowing through it right now? If you can't turn the flow up, I'd suggest putting a small air pump without the stone in there. This will be a cheap reliable solution to keep the surface from building up this 'scum'. Of course you can add a powerhead to provide surface disruption. Either way your pods and your fuge will be fine.

I have about 600gph but the way I designed it makes it go through only 1/2 the tank so I would think there would be almost too much flow

flow doesn't really seem like your issue, although more won't hurt in any way. You need surface disruption whether it be provided by air bubbles or by extra water flow, just something to break the surface.
