I have been dosing my chemicals into my skimmer section of my sump, it that a good idea or is it a good chance my skimmer is taking it out before it can be utilized by the rest of my tank?

The limewater may lead to precipitation inside the pump/skimmer, but won't loose too much potency relative to other dosing locations. The silicate won't loose potency. Depending on what the iron is bound to, it may be partially skimmed.

The flow is really high inside the skimmer portion and pretty tame as it flows through the fuge, should i just dose it all into the fuge? The flow is so slow through the fuge because it is 30 inches wide with only 1200gph going through it.

Dosing into lower flow isn't preferable, and would more likely cause precipitation, IMO, but some precipitation is more of a concern on a pump than elsewhere. I dose limewater into the skimmer effluent where it tumbles into the sump. I get some precipitation on the sump walls, but it doesn't hurt anything there:
