Canon EOS Rebel Ti is a good starter camera. I like it anyway.

you can grab 20d bodies for like 450 if you look around, excellent camera for the buck, i have one and a d60,

I guess the main interest would be a macro lens and not a camera as any Body coupled with a capable lense will give you decent results at least.

the new xsi is coming out soon, dont know if you would like that. i have an xti and love it. the 40D is REAL nice too

The Nikon D200 is the best bargin going now. With so many people upgrading cameras, you can get a barely used D200 for well under a grand. Fantastic camera, great system. A great Macro lens is key for corals shots. For just shooting fish any fast glass will do ya.
