ok i have seen many (if not all) chaeto algae floating in the fuge, mine does not float, should it?

It doesn't float. Wouldn't be a good adaptation for something that needs to remain underwater to live.
When you see clumps that appear to floating, they are either suspended by current or so thick they are getting pushed to the surface.

what i did to get mine to float was cut a 1 inch or bigger diameter pvc pipe 11 7/8 the width of my sump, put a groove all the way down one side then i slid it down over the top of my baffle. when the water flows over that pvc it will follow the diameter and push that water down into your sump making a whirlpool affect. the lower you slid the pvc down onto the baffle the slower the flow. also if that dont work for you put a maxi 400 in there and make a whirlpool affect going side to side. i had that setup for about 10 min.( it worked) before i started experimneting. i hope this helps you out,good luck.
