What skimmer would be the best VALUE (bang for the buck) to put on a 46g?

Call Euro-Reef and see if they have any blemished skimmers. They used to have them on their site but I don't see them there anymore. I got an RS-100 (rated for 100g) for my 55g for $200. The blemish on mine is that they drilled the hole for the pump 1/4" too low, and had to add an extra black disc to the bottom of the skimmer, so that the base of the pump would still be level with the base of the skimmer. That model is normally around $290 new I think.

When I got mine, they also had some RS-80 blems in stock, which would be great for your 46g.

Whichever you choose make sure you go with one of the big names(ER,ASM,Octo...) they all work great but if you go for a cheapy you will forever be messing with it and eventually you will wind up getting a good one and always wish you had spent a little more and got a good one the first time.I see a lot of used ones in the classifieds almost without fail they are being sold because the seller is going to a larger tank.

I would look for a used Euro-reef CS6-1 in the classifieds. I just upgraded from one to a H&S skimmer for my 90gal. Mine is now collecting dust and refuse to sell it because of the low $100-$150 prices that they have been selling for recently.

For a 46g, an er rs 80, octo ps150, ps120 recirc. There are so many skimmers that will work for that size tank but i'd go with one of these.

asm's are waaaaaay overpriced for what they are. Leaky and cheaply made, although they do work well.
