I only have fish at the moments but will soon be looking to get some zoas. I always put any new fish into my QT before going into my main tank.
Do you need to quarantine new corals and stuff? Like most people, if not all, I don't have any real lighting over my QT.
If so would this be enough light to put over the small frag.

Some do, some don't.
A good reason to quarantine everything including corals is to prevent unwanted hit hikers (especially aiptasia!) from entering your main display.
I don't think the 14 watt light will cut it for the quarantine tank.

Do T5 lights go well with Zoanthids?

Quarantining or not (I don't because I don't have a QT), be sure to dip. Check this link (http://www.reefcentral.com/forums/showthread.php?s=&threadid=451720&perpage=25&pagenumber=1) out.

T5s, IMO are the best for bringing out the colors of your zoas.

I bought the 18" t5 HO for my zoa nano tank, zoas are happy. Frogspawn doing well too. <http://www.drsfostersmith.com/product/prod_display.cfm?pcatid=16770&Nty=1&Ntx=mode+matchallpartial&Ntk=All&pc=1&N=0&Ntt=t5%2018%22&Np=1>
