How to drill a hole from the side

How can I drill my sump from the side? I can't take it out. Would be easy if I could turn it up, but can it be drilled on the side? Would I just have to use a spray bottle or something to keep the bit wet.

That is not the best thing to do but if you must, have someone beside you with a squirt bottle. Use light pressure.
