"Mans Hair Algae" indicts that you started off with the wrong water. Pls ont use any "tester" fish.
Wait another 3 weeks and then test your water. you should at that ponit read 0 ammom, 0 nitrites and maybe 10 nitrate.....
change water, (dont use tap water), and then think about adding a fish. And then start reading about how to keep a SW tank.

Is this going to be a reef tank or FOWLR?
you must have either a Nitrate or phosphate problem or both, you using RO/DI WATER? if so your soure water reads 0 on TDS?
I would stay away from damsels, you will regret it later on because they are very aggresive.
Do as ctjim2005 says, check your parameters.
If you have put uncured live rock in your tank it will not be cycled yet.
One thing is very important in this hobby, be very patient and do lots and lots of research. You will find a ton of information here on RC.
Give us more information about your system. Do you have a sump, skimmer, what powerheads for circulation, did you put in uncured live rock, do you use tapwater, do you already have livestock in there...
Test and let us know what your parameters are (ammonia, nitrate, SG...)
