Would I be safe with one of these and flasher wrasses? I read a few places they will eat smaller fish.

Generally speaking, any fish will consume another if the prey is slow enough to be caught and small enough to swallow. If we're talking about Paracirrhites forsteri I have no personal experience, but it's a large hawk (8-9") so I'd be wary. Hawks are crafty predators and will stalk fish and crustaceans for a long time if needed; they're persistent and clever. IME even small hawks will chase down and eventually kill shrimp (excluding pistols, which stay hidden out of reach) and if they can get a hold of a tankmate they'll certainly try to make a meal of it.
