have a 20 long (30 1/4 x12 1/2 x12 3/4) tank that i am going to setup as a frag tank.

I am going to put LS and LR in it.

This tank is for growing out zoa colonies. There will be a heater and a MJ 1200.

The frag tray will be located in the middle of the tank at about 6inches from the top with the LR below the eggcrate.

How much light do they need?
WIll PC work? how many watts?
fixture sugestions?

Do i need to put fish in the tank?

Any input would be appreciated.

a PC fixture will work, ill get back to you with suggesttions. but if you are ever thinking about growing out any sps corals i would suggest some T-5's. i would put a lawn mower blenny as well as red tip reef hermits and true mexican turbo snails, not astrias. i would suggest doing weekly 10-20% water changes if you are going to keep the fish with out a skimmer or some type of filtration.

would 130 watts of PC lighting work?

For Zoa's yes. esp if they are 6 inch from the top. the only thing i am not sure about is if the maxi 1200 will be enought flow. but it might work. i'd give it a try adn if not add another one.

IMO and experiance to get more growth from T-5's you will need 4 or more bulbs over a 20L. i would go with 2 retro kits from current and mount them on a piece of plywood. i would also go with 2 ATI aqua blue specials and 2 ATI blue plus. this will give you the actinc blue with out sacraficing PAR from a ture actinic blub. you will get better growth from a 130w PC fixture than from a 2 bulb 24w T-5 fixture.

im not aure why matt is saying no but i would say that for Zoa's it would produce enought light. it might not be the best or have the most light output but i dont see why you couldnt grow Zoa's under them. now for other higher light demanding corals i could see som faults that will give you less light because of the way the light is set up. like that it is one giant reflector instead of individual parabolic reflectors and the lights are spread out a little far. but if you are only growin Zoa's i would say it is ok.
