I bought a Purple Ribbon Gorgonian AKA Sea Whip yesterday. The branches are pretty long. Can I trim them with out hurting it?

Actually, purple ribbon gorgs (Pterogorgia sp.) are one of the easiest photosynthetic gorgs to keep IME.

If you need to cut healthy branches, just use good, clean, sharp cutters. If you want, you can then mount the frags by simply removing some of the tissue from the bottom, exposing the dark skeleton, and glue the skeleton into/onto a frag plug with epoxy/super glue.
