I mixed up a water change, and i just went to start and i put my hand in the water and felt some stray voltage in my trashcan. It turned out to be the powerhead. Is the water still good? The electricity shouldnt effect the water, right?

Well if you take out the powerhead and provide a ground (such as you're had although its not the best ground)
the electricity will go from the water to the ground and it will be fine,
it will be fine if you're tank has a ground to,
but if not i would not add it i have heard it can cause some sort of disease, theres no facts behind it but i would not be willing to test the theory

The voltage will not stay in the water after the source is removed. I'll leave it to someone more knowledgeable about chemistry than I, but unless it breaks down ions or something along those lines it shouldn't be a problem.

you're fine. you can still use the water
