Actinic lights, same shade

Are Actinic dual power compacts supposed to look the same shade when lit?

Ones a blue (like 460nm) and the other is usually a 420nm actinic. The actinic is much duller than the blue. Some have even questioned whether it is on or not. So the answer is no, they dont look the same if it is that type of PC.
