I'm new and starting a 135 g FOWLR wth refug, my question is can I start up with 135 lbs 1/2 LR and 1/2 dead rock to save some money?

You can start with all dead rock, if you want. A few pieces of live rock will help add some animals, though, if you could find some good-quality live rock.

I agree. It might have some organic debris. If it's very clean, I might consider adding a bit of fish food now and then, to feed some bacteria.
