new mag 12 won't start

I just installed this pump brand new out of the box and it's completely dead. When I plugged it in the first time it ran for no more than 2 or 3 seconds. Just enough to shoot a couple air bubbles into the tank.

It's a return pump submerged in my sump.

Any ideas??
