Just got a peice of live rock guys, however i just tested my SG and its atound 23 and my salinty is around 1.017...Can I put the liverock in and adjust the levels to their target areas without killing the liverock?

I'd raise it to 1.020 or more before adding the LR. You might be OK at 1.017, but it would be better, IMO, to raise it first.
