Deltec t5 Razor light problem

Need some advice with a Deltec Razor t5 fixture. Its a 2x 80w fixture and for some reason I can't get it to light up. When I first plug it in I get a flicker of white light (sometimes a tiny amount of blue) at one end of the bulbs for a fraction of a second but then nothing else happens. I have 4 different bulbs and have tried every combination and orientation of the 4 with the same results.

Anyone have any idea what's going on? Thanks in advance for any help anyone can provide.

I don't think we have any Deltec lighting in the USA from them at all.
