AquaClear Power Filter Question...?

I'm considering using an Aqua Clear Power filter for a DYI nano tank project for my optometrist's office, and I am wondering if anyone can answer this question for me:

When you cut the power to the pump, does the filter media section stay fairly full of water (ie. media submerged), or does the cutting of power to the pump create a back-suction and empty the filter media section of most of it's water?

These little filters have been around for years, and I sure hope someone knows the answer to this question...?

it empties out half way but if u dont cuase anymore to spill out it will still have enough water to start up with out refilling it. that how all the powerfilters ive had have worked
