Is there a way to make the zoanthinds in a tank reproduce and grow at a faster rate than just keeping the water parameters in check?

Would you want to add phytoplankton, or target feed them with anything? I'll be the first to admit that I don't really know what either of these additions are used for.

not all zoas eat, and its not proven to speed growth either. But Most protopalys will eat. I think the best thing to do is to just keep your tanks waters parameters stable, and wait. Make sure there isnt competition between zoas and algae.
theres a saying that when it comes to reefing nothing good happens fast.

some proto will eat as well. i do think it helps those reproduce a little quickers. over all i agree with LoudProudNPunk. i do target feed all my zoa's. i do target feed the ones i know will take it. the others i just let them suck in the ray of my MH and anything they can get from the water.
does take time.
