Those white wires should have different voltages on them 110 and 220. I'm guessing.....

The wires are labeled (120V, 240V, 347V, COM). One COM (common/ white) wire from the ballast goes to the lamp socket (white wire from socket). The other COM (common/ white) wire from the ballast goes to the power cord (white wire from power cord). The 120V wire (usually orange wire) from the ballast goes to the power cord (black wire from power cord). The black and white striped wire from the ballast goes to the capacitor. The other wire from the capacitor goes to the lamp socket (black wire from lamp socket). The other wires (240V usually tan, 347V usually black) from the ballast must be capped off independently and will not be used.

The grey cylinder is the capacitor.

Usually there is a schematic on the ballast that tell you what wire to use for voltage (120/240/etc), for the capacitor, and for the lamp.
Get a closer pic of the label (sticker) on the ballast.
