For what type of dog?

I have one for my weim...but it focused for sportsmen and women

a shetland sheepdog, although in general I just want to hear from someone who knows how to leash-train a dog. I have the opposite problem of most people, my dog will follow me around everywhere but if I put a leash, he won't move an inch in any direction, will just stand there and watch me (unless I pull, in which case he'll jump in the opposite direction).
