can i use red mangroves in my refugium and are these the regularly used ones in this hobby?

Yes, try to keep leaves from touching water, and use for macro diversity more than nutrient export.
And they look neat.

I am going to be puting about 20 or so in a 10 gall. refugium with an extreamly thick sand bed, do you think 2, 12" 18watt Dual Satellite lamps would be enoff light?? The Dual daylight bulbs gives off 10,000K wile the dual actinics give off 460NM. they are both on at the same time for a total of 36 watts over the refugium. Is this a suficiant amount of light for the mangroves to be happy??

Swap out the actinics for some 6500k full spectrum "freshwater" bulbs if you can.

the dual daylight bulb has 2 bulbs in it, ONE IS 10K and the other is 65k so should i still switch out the actinics for something else ?

If it's in your budget to do so. Actinic and other high kelvin lamps generally lack a lot of the red part of the spectrum that terrestrial plants benefit a lot from. But if you're not all that concerned about appearance, I would just get 3 of the 26 watt compact fluorescent screw-socket bulbs that you find at menards, and hang them above the tank. It will provide the mangroves with much more usable spectrum.

if i take out the actinics on the other side and just put more another 6,5k double bulb in there would that be suficiant?

I'm sure that would be fine.
I like the bulb melev uses, check his site, I'm running 2 bulbs.
