What would be the best way to glue the rocks togther?

Can you expand on your question? What rocks and what situation?

If you are just generally trying to get aquascaping to be more stable then epoxy putty works great.

I am thinking about gluing the rubbles (size of a fist) together to form a bigger piece for display. I know using cement would raise the PH big time and I don't want to cure it for weeks.

Yes, cement is a no no unless you are willing to cure it.

Epoxy might work - but you would probably be better off with a combo of epoxy and pins. Drill a hole in the rocks and insert a piece of acrylic rod. Then epoxy them. Much stronger than just epoxy.

That's what I'd do anyway. I'm sure others will have some creative ideas.

I've tried epoxy before but they are kinda weak. I am looking for something that can hold the rocks together well.

If they are dry... zip tie them together and then fill in the gaps with Great Stuff insulating spray foam and glue sand to it.

I cant imagine how youd combine rubble rock into a larger peice without it being overwhelmingly obvious... either with acrylic rods visible, or alot of great stuff and epoxy(I have never seen one that looked particularly real... always looks like shaving cream covered in sand to me)

Id just buy some good rock... marcorocks is like 2$ a lb or so, big chunks of dry rock only weigh 5-10lbs.
