what would be better for a 17x17x13 tank, set of 4 bulbs t5( light will be spill over the tank) or the orb 150w MH?

Personally, I'd put a metal halide pendant. The sight of a mismatched fixture and tank will annoy you after a while.

From the amount of light aspect, the t5 setup will give you more PAR, if using proper reflectors.

What light is it?

But as mentioned, you will have 7" of overhang with the t5s, if using 24" bulbs. And that will be annoying.
