How do i write this program?

Im worried that when my power goes out that it will try to start my 2 400w MH at the same time and blow the fuse in my DC8. Also if the power goes out for a short time and then starts the balasts back it will cause the bulb to over heat in a way.

So what im trying to get at:
i would like a program for my ACJR. to give the bulbs time to cool and then start at different times if the power goes out.

If Power 010 then MHL off

You can change the 010 to determine how many minute its off for.
