39wattHO T5 and 96watt PC

is 1 39watt HO T5's as bright as 1 96 Watt PC ?

I am thinking of replacing the 4 96watt PC supplement lights for my MH to 4 39watt HO t5's is that a downgrade in lighting ?

Well because the PC has more watts it is brighter but t-5 are better than PC because they emit more light while being energy efficient
