I did a 10% water change today, and I didn't have time to go buy RO/DO water so I use the AquaSafe Dechlorine and now the Protein skimmer going haywire, how can I stop it ??? it's pulling out fresh saltwater I just added

It is trying to remove the AquaSafe you added. You may have to shut down the skimmer for a day or so.

EDIT: I would really try to get in the habit of using RO, distilled or bottled drinking water. Tap water is a train wreck looking for a place to happen. Especially if you feel you need to add stuff to your tap water to make it usable.

run the skimmer as dry as you can

You would raise the cup as high as you can. That is dry skimming.
