Ruby Reef Rally Medication for Velvet

My angel and puffer both have had really bad velvet in their gills a couple weeks now. Both are still eating well but are scratching, breathing hard and hiding a lot. My lfs says reef rally will cure it but I'm hesitant with chemicals. The questions are will reef rally help? and is it safe with eels and puffers? I would qt but the whole tank has it so I don't see any point in taking all the fish out. I see just treating the whole tank more effective.

Also, today I'm replacing my uv light which should help

i tried their kick-ich maybe 6 or 7 years ago, didnt work but didnt harm corals/anemone either.
