first things first take out the culerpa and replace it with chaeto culerpa tends to go asexual and then releases spores which will eventually take over your tank...where as chaeto doesnt and next what kind of light are you useing over it??

i would replace it with chaeto as well. If you can get a little more flow in your fuge to keep the chaeto moving that helps with growth. If not then manually turn it over to get all parts exposed to light.

and make sure to do your environment a favor by NOT flushing the old stuff. dry it out, bag it and trash it...or, burn it :)
it is illegal in alot of places because it takes over the sewers
can you describe the refugium setup a little more? kind of lights, flow, size, etc. And chaeto is indeed a better macro algae, so that's good advice to follow.
