Can the break out box be used to shut my skimmer off when the collection cub is full.

yeah, with a breakout box connected to a float switch in the collection cup. when the float switch raises, it completed the circuit through the breakout box. then add a condition to the ac3 control language to turn off the power to the port(s) on your dc8 that runs the skimmer pump.
