i've been researching for machine to buffed out all the scratches in the the tank . bellow 200 dollars . any suggestion

how can i used a powerdrill/sander with 12000 grit ?

Sorry, I don't know how you do it. I only know that all the professional scratch removal and polishing that is done on acrylic tanks is always done with a power drill.
Rather than trying to use fine abrasive sheet, I think it is done with a liquid polishing compound on a soft applicator which is attached the the powerdrill.

Use a Dremel Variable Speed Rotary Tool with a bullet-shaped felt bit and an acrylic cleaning/poliching compound such as Gel Gloss. At Higher speeds, the acrylic softens and the scratch "evens out." If the scratch is small enough, simply spray clean water on the scratch while you're using the Dremel on it. Both have worked for me in the past.
