I have hundreds of these guys in my tank:

Is there any chance they can sustain a pair of harlequin shrimp?

Those are good stars. Nothing wrong with them.

Thanks for the replies. I was hoping I could keep a Harlequin shrimp without having to supplement their diet with Chocolate Chip Starfish. Since these little guys' hide in the crevices with just their arms waving out, I hoping the Harlequin could snack on a never ending supply of arms.

I am pretty sure Harlequin will eat them.

Harlequin shrimp usually dont feed on serpent or brittle stars. But there are always exceptions. My last pair of harlequins ate my caribbean serpent stars. But I would not get the harlequins, expecting them to eat those little stars. You need to plan on supplementing larger stars as well.
