Can you buy bulkheads at Home Depot or do you have to order them online?

Usually the LFS will stock them. You can also check with industrial or plumbing supply companys. If you have a local bulk tank supplier or a car wash supply company then they would also be good places to check with. I just bought one from my lfs and got two more from www.thefilterguys.biz

Also glass-holes.com have bulkheads...and glass cutting bits at smokin prices.

If you decide to go on-line, www.savko.com has great prices and a wide variety of plumbing parts. I find it's usually easier to get some of the more unusual parts from Savko instead of chasing them down locally.
