any tips, suggestions; I have 55 gallon tank ; can I totally submerge the plants ? I have 4 clowns, 2 chromis , one angel, anemone, mandarin , shrimp, goby

no, you can't submerge the whole plant, the leaves need to be out of the water.

If it is started as a seed pod under the water then yes, it will eventually grow and break the surface. If it is an established plant then no, placing it under the water would likely kill it. Once established above the water line changing its height in the water can be detrimental.
