do i need to stir kalk for any length of time or just enough to desolve the powder

mix it in 3T of white vinegar, then add your RO/DI water. No further mixing required.

Pretty common for Kalwasser containers to have a build up on the bottom ... pretty good sign that you should not expect all the Kalk to disolve.

I use a powerhead in my 35 gallon container containing the make-up water that contains kalk.

Vigorously but just enough to dissolve it. Then cover the container and let it sit for a few hours until the cloudiness disappears and dose the clear water. Or you can cover the container first and shake it vigorously. Air exposure and over stirring in an uncovered container can add more CO2 from the air to the mix cause some precipitation of calcium carbonate and a loss of some strength.
