that is a Bandfish.

they are very cryptic and are usually very difficult to feed. Acanthocephola indica seems to be the most commonly imported. they also seem to be seasonal like the Borbonius anthias. they need a muddy bottom to burrow in and need to be with very peaceful tankmates.

Acanthocepola krusensternii - Redspotted Bandfish

They also get large (40cm ~ 16"+) and will need a deep sandbed (8"+).

Personally, I would only ever attempt this fish in a species only tank.
