So this whole tank build process has been taking me forever...lack of funds, loss of motivation over time. Now that the winter months have set in I think I am ready for that final push to get the thing up and running. I had bought some nice live rock about a year ago...kept it in salt water with a protein skimmer in a dark tub for most of the year....finally about 2-3 months ago I got tied up with a ton of other things and the tub holding the rock dried up. So the rock has been dry for a couple of months. I know any rock "becomes" live rock over time, but is there anything special I am going to have to do now once I get water in my tank with the rock setup in order to get everything cycling and in order?

not really. You could add a piece of live rock from your LFS to help seed the now dead rock. If only using the dry rock, it will take a very long time to cycle

Kind of funny, procrastination is now going to take the process much longer.

Throw it in with "live" rock, cycle will take a while, seeding will take even longer.

I also agree, get some new live rock to mix in with your rock.
