Is it normal to have 1 ppm going into a rodi unit??

1 is still fine. it's indicating that the DI is starting to go bad but unless it starts going past 3 (my opinion) you can still use it but watch the DI closely as it can jump in TDS and make useless water

it's 1 going into the unit, not out. I have 0ppm coming out.

wow! where in CA. are you! I just hooked up my RO/DI last night, measured my city water, (Bay Point, CA.), at 356ppm, 11ppm after the RO only then 0ppm after the DI. if mine was 1ppm I would have saved my money and not bought a filter

If you have 1 ppm going IN to the unit, you could not even use the DI resin. Save you some money.

+1 bad meter

Water from the tap is almost always above 250ppm because of all of the additives used to make it safe for human consumption.

Without the chlorine and chloramines our drinking water would be full of bacteria and paracites.
