I am reusing old rock that was infested with bubble algae in my new tank. The rock was left outside to freeze. I just want to make sure that it will be completely dead before I start the process to cure it for the new tank.

hard to say. lr is porous and water can get trapped in crevices that will keep desirable and undesirable things living. i have had lr come in and sit in the shipping boxes for hours before putting it into tanks to cure. the next day you will see tiny snails, fish, shrimp, etc. swimming around in the tank.

This has not seen water for months and was left outside for a week in freezing temps, some nights were -20 degrees. I was just curious if the fresh water would kill what was left.

I don't see how anything would be left alive in those temps

Months out of water and then freeze dried. I'm sure everything is dead dead dead.

I would "cook" the rock before adding to your tank. I am sure all life is now dead, but there will be a lot of trapped organics in the rock that you will want removed before adding to your tank. Put them in a brute with a heater and a powerhead, keep in the dark and do weekly water changes for 4-6 weeks and then add to the tank. If this is the only rock (going in to a new tank), add a few pieces of nice cured live rock and you are good to go.

I would say that it is dead.
