Light hood cooling fan ideas

Looking to build a new hood for the tank because its getting warm with 250 MH, 96x2 floresent. Have one fan pushing and one pulling right now. How far from the surface should the lights be? Ideals on fan placement?

I am using a "light shield" (ie. it has no top), and I can keep the temp to about 3-4 deg of ambient room temp with a 6in AC fan, or 2 34CFM 12 Volt fans blowing from the back, this is on a 175MH at about 8 inches off the surface.
