would this be sufficent for a 4 ft by 20inch by 20inch aquarium for a reef system

What corals do you want to keep? That would be good for a softies system, IMO.

compact flourescent is extremely weak for a reef tank.

I would not go that direction if it were me, Id go T5 or halide, VHO if you must. CFL just dont suit reefing well. as stated, should be enough for low light softies, kind of a waste IMO.
