If i have a dosing pumps that is not stand alone can i controll it with the AC3?
does it have the ability to control outputs with 1 second resulotion?

No, the smallest time unit for the AC is 1 minute. There are devices that can be used to override the on-time but it would take some DIY to hook them up.
