Best guess is genus Ochtodes, but perhaps not the same species as "blue ball" sold in the hobby. In Ochtodes each individual branch grows in one plane or appears flat; however, the whole plant consisting of many branches, forms a bushy clump. (Marine plants of the Caribbean, 1989)
