I am wondering what the par reading is in the ocean at the equator at noon, 12 inches below the surface. Any par readings at any reef will also help.

Been a long time and nobody answered back in the day, but this is a D**n good question.
I doubt we really want to know. It would be a number that would probably be impossible to achieve.

The noon irradiance curve for the northern Red Sea (29N, so pretty far from the equator- about as far north as reefs grow) is y=1285.8e^-0.058x. To get the PAR value for any depth, plug the depth (in meters) into the equation for x. Be aware though, that curve severely underestimates PAR for depths shallower than 5m.
For 1 foot it gives you a theoretical PAR reading of 1263 umol/m^2/s, while the measured value is about 1800 umol/m^2/s
