What do you yse to attach baffels is a rubbermaid container?

About the only thing I can think of is ALOT of silicone. If your trying to stop bubbles you may be better off making a bubble trap/tower.

silicone does not stick and just peels off.

How big is the tub.. you could add a 3 - 5 gal bucket and place the return inside this will cut down on the bubbles, a lot of LFS do this and it works well

Actually what I am tryint to do is put a bulkhead in the side and keep it from leaking

Are you putting the washer on the inside of the tub. I have 2 bulkheads in mine and neither leak. Use a wrench and tighten them a little more than hand tight.

did you make the hole too big?maybe try putting a little silicone in between the washer and rubbermaid then tightening

silicone just peels off wont stick once it water

well thats probably why your getting a leak. You need to install the baffle when its dry.

On **** Shirlock, Once the silicone is dry. You fill the tub with water and it is ok for about 2 days then starts leeking.

Silicone will not adhere to the rubbermaid.

Lexel is the brand name for a clear silicone like adhesive. It sticks to plastics better than silicone. I've used a small amount for a short time in a salt tank before w/o ill effect. I can't swear that it's completely reef safe, but maybe you could test out a small amount.
If you try let us know how it works (reef compatability). This stuff sticks to plastic much better than silicone.

Also, I was thinking would JBweld work? If so, who carries it?

Lowes and HD carry Lexel it's in a clear tube. Don't think JB weld will work, can't flex enough just cracks and prolly full of bad stuff, but no one knows until its tried.
I will say again that I don't know that lexel is reefsafe, might be best to test a small amount of cured product for a few days. Test it on something that can be easily removed if an ill effect is noticed.
I'm also thinking that silicone is not working for you because of the flex on the side of rubbermaid tub after it's full of water causing the cone to tear. Maybe try half filling the tub while silicone sets and see if you still leak, better to use what you've got than spend time and money on other fixes.
