Has anybody ever kept a Bicolor angelfish in a reef tank?

you might keep him ok or he might decide to decimate your corals... its a 50/50 chance really

I did many many years ago. IMO they are the worse dwarf angel when it comes to be reef safe.

It was a while ago, but I believe that the only thing that wasn't bothered were mushrooms -- the only thing I wouldn't have minded getting eaten. It went after anemones, SPS, clams, and other softies.

There are two dwarf angels that I will never try in any reef again -- no matter what -- and those are the Bi-color and a lemonpeel.

and then which one is better as far as reef safe, Flame or Coral Beauty?

I have never kept a Coral beauty, but I have had 2 flames over the years, and never had an issue with any of them (( SPS, clams, anemones, zoas )). Each fish is going to be different, and may nip, but I think a flame is worth a shot.

The only things my bicolor leaves alone are frogspawn, GSP, xenia, anthelia, and corky finger gorgonia. He picked at sps, candy cane coral, and zoas. I didn't feel comfortable enough to test more corals with him.
