problems with my AC2

so here my problem i ugraded my lights to a dual 250w galaxy ballast and new refectors(not that they matter) and the x10 wont turn the lights off even in manual mode ive tried putting a noise filter in but that didnt help even tried switched out the x-10 with a known good one and still nothing any ideas.

My guesses are the new dual ballast is drawing to much current for the X10 Module, or the ballast is causing interference with the X10s. The DC8 is well worth the money and much more reliable then the X10s.
