I have a food grade tank with a r/o unit filling it up.
when i go to do a water change, how much buffer do i ues befor i mix it with my salt ?

I wouldn't add any buffer to it, mix the salt in and let it fully dissolve. Measure the salinity with your refractometer and make sure you're at full 35 psu. Then measure your Alkalinity, if it is not as high as you would like, then add in enough buffer to raise it to the desired level.
