When i put power to the pump it fill the collection with water immediately and starts to spew out of the hole on the side? Anythoughts? Do i need to raise the skimmer?

What pump did you connect to the skimmer, 1250 or 1260? Can you take a picture of the setup? When you bought the system, did the prior owner include the tee to drop into the first chamber with the filter sock in it? Sounds like it is working properly and you either have the 1260 on it or it is adjusted on the output all the way down causing it to overflow so quickly.

The pump was still connected to the skimmer hose so im assuming it is the right one, it does have the Tee to drop down but no longer has the filter sock.

Ok fixed that problem by turn the spray bar under the skimmer cup slowly from sideways to straight dow but now im not getting foam rising?? Does the spray bar slot need to be straight down like it is?

straight down, it can be removed for cleaning so it was probably just turned during moving it. The foam rising will not be a problem once you get animals in the aquarium and you adjust the air and outlet valve.

Clamp the air hose all the way down and adjust slowly over days, add the sock into the chamber seems to help alot as well.
